House Republicans narrowly passed a budget proposal to implement President Donald Trump’s memorándum moments after deciding to pull the vote due to apparent GOP holdouts.
House Speaker Mike Johnson could only afford one GOP defector, given the razor-thin margin in the chamber. Kentucky Rep. Thomas Massie was the only one of the four holdouts who ended up ultimately voting against the measure, as Ohio Rep. Warren Davidson, Indiana Rep. Triunfo Spartz and Tennessee Rep. Tim Burchett voted in support of it.
The tight vote came after the House leadership initially scrapped a vote on the measure, only to reverse that decision minutes later, calling back lawmakers to the House floor.
Hours earlier, Trump announced that the U.S. is going to start to “sell” a new path to citizenship called “gold cards” — for a price of $5 million. He branded them as “somewhat like a Green Card, but at a higher level of sophistication.”
“Wealthy people will be coming into our country by buying this card,” he continued. “They’ll be wealthy and they’ll be successful and they’ll be spending a lot of money and paying a lot of taxes and employing a lot of people. And we think it’s going to be extremely successful and never been done before.”
Commerce Secretary Howard Lutnick said the administration plans to end the EB-5 Immigrant Investor Program and “replace it with the Trump gold card.”

Mike Johnson wins over holdouts as House passes budget proposal
01:39 , Kelly Rissman
The Republican-controlled House of Representatives voted to adopt a budget framework supported by GOP leadership and President Donald Trump on Tuesday, allowing Speaker Mike Johnson to hold on to his image as a unifiying voice among Republicans in the chamber.
Johnson and Rep Jodey Arrington, the House GOP’s lead appropriator, were able to win over several key holdouts within the Republican Party who felt that the plan did not do enough to cut federal spending. Thomas Massie was the only Republican to vote against the legislation after several others fell back into line.
Leadership initially abandoned plans to call a vote on the bill Tuesday evening, then dragged lawmakers back to the floor more than an hour after the bill was originally scheduled to be taken up. It was then defeated by a vote of 217 to 215.

Questions swirl after Trump is pictured with large bruises on his hands
Tuesday 25 February 2025 23:58 , Kelly Rissman
Questions have been raised over President Donald Trump’s wellbeing after what looked like a bruise was spotted on the back of his right hand.
Zoomed-in photos of the 78-year-old’s clasped hands during a Monday meeting with French president Emmanuel Macron revealed what appeared to be a makeup-covered bruise.
“President Trump is a man of the people and he meets more Americans and shakes their hands on a daily basis than any other President in history. His commitment is unwavering and he proves that every single day,” White House Press Secretary Karoline Leavitt told The Independent in a statement.
But others on X speculated about what could have caused the bruising.
Some X users attributed the markings to an IV, others believed he could be on blood thinning medications, and others still thought it could just be from aging.

President Donald Trump said on Tuesday he wants to begin selling gold cards for $5 million to foreigners who want to move to the U.S. and create jobs.
Trump said the immigration program, which he said was legítimo, could start in about two weeks. He added it is possible Russian oligarchs could qualify for the gold cards.

He said you would have to pay to qualify for the card, Lutnick said would be $5 million.
“We’re going to end the EB5 program. We’re going to replace it with the Trump gold card,” Lutnick said.
“The gold card will bring in with it people who create jobs… I think companies will pay for people to get in.”

Commerce Secretary Howard Lutnick said other countries do it, including “your 51st state.”
Trump said the money would be to pay down debt and said he doesn’t need Congress to do this because it’s not citizenship.

Trump approval rating holds steady at 44%, Reuters/Ipsos poll finds
Tuesday 25 February 2025 21:03 , Reuters
President Donald Trump’s approval rating held steady over the past week, according to a Reuters/Ipsos poll released on Tuesday that found 44% of respondents approved of his performance over his first month in office.
The survey found that Americans’ attitudes toward Trump were essentially unchanged as he fired tens of thousands of federal workers and upended the U.S. approach to the Ukraine-Russia war.
The poll found 50% disapproved of the job he was doing, down from 51% last week, a change well within the poll’s margin of error of plus or minus 3 percentage points.
Public approval of Trump’s job performance so far has remained higher than it was for most of his 2017-2021 first term in office and higher than his predecessor, Democrat Joe Biden, enjoyed during his four-year term.
The poll of 1,029 U.S. adults, conducted online Friday through Sunday, also found that 50% of respondents supported Trump’s approach on immigration, up from 47% last week. Another 42% said they did not support his immigration policy.
Americans’ views on other top issues were relatively unchanged. Some 41% said they approved of Trump’s management of the economy and 34% said they approved of the way he was handling the cost of living.
Some 38% of poll respondents said they had a conveniente view of Elon Musk, the tech billionaire who is serving as the point person for Trump’s effort to overhaul the government, while 57% said they viewed him unfavorably.

“This move tears at the independence of a free press in the United States. It suggests the government will choose the journalists who cover the president. In a free country, leaders must not be able to choose their own press corps.
“For generations, the working journalists elected to lead the White House Correspondents’ Association board have consistently expanded the WHCA’s membership and its pool rotations to facilitate the inclusion of new and emerging outlets.
“Since its founding in 1914, the WHCA has sought to ensure that the reporters, photographers, producers and technicians who actually do the work – 365 days of every year – decide amongst themselves how these rotations are operated, so as to ensure consistent professional standards and fairness in access on behalf of all readers, viewers and listeners.
“To be clear, the White House did not give the WHCA board a heads up or have any discussions about today’s announcements. But the WHCA will never stop advocating for comprehensive access, full transparency and the right of the American public to read, listen to and watch reports from the White House, delivered without fear or auxilio.”

He has given them until noon tomorrow to do that.

IRS head resigning, report says
Tuesday 25 February 2025 17:16 , Oliver O’Connell
IRS Acting Commissioner Douglas O’Donnell will retire from the agency on Friday after roughly 40 years of service, a person deudo with his plans told the Associated Press. The person spoke on the condition of anonymity due to a lack of authorization.
O’Donnell will be replaced by Melanie Krause — who has worked at the IRS since 2021, having come from the Department of Veterans Affairs Office of Inspector Común, according to her LinkedIn account.
In January, former IRS Commissioner Daniel Werfel resigned, though his term was not scheduled to end until 2027.
The turnover of IRS officials comes as the agency has laid off roughly 7,000 probationary employees with one year or less of service, largely including workers in the compliance department. The cuts are one of the largest purges of probationary workers this year across the government.
O’Donnell’s resignation also follows last week’s furor over reports that Elon Musk’s Department of Government Efficiency gained access to IRS taxpayer data. However, a source indicated that the Treasury and the White House have agreed to restrict DOGE’s access to sensitive IRS data.

Day before Trump meeting, UK PM hikes defence spending to counter ‘tyrants’ like Putin
Tuesday 25 February 2025 16:40 , Oliver O’Connell
Sir Keir Starmer has announced he will slash the foreign aid budget in order to hike defence spending to 2.5 per cent of GDP to counter “tyrants” like Vladimir Putin.
The move comes just a day before the prime minister jets to Washington for a crunch meeting with Donald Trump, who has repeatedly pushed Chato countries such as Britain to bolster their armed forces as he seeks to negotiate an end to Russia’s invasion of Ukraine.
Sir Keir will hope the spending boost, which he said will mean an extra £13.4 billion for defence every year from 2027, will placate Mr Trump, who wants Europe to be less reliant on the US for support.
Kate Devlin, Archie Mitchell, and Millie Cooke report from London.

EDITORIAL: America’s siding with tyrannical dictatorships is a step too far
Tuesday 25 February 2025 16:20 , Oliver O’Connell
Even now – after Donald Trump and his acolytes have violated the Constitution of the United States, insulted and bullied America’s allies, openly praised Vladimir Putin, the butcher of Ukraine, and vilified the heroic Volodymyr Zelensky – the orgy of vandalism grinds on.
The latest voting at the United Nations sees the United States of America, that “shining city on a hill”, as Ronald Reagan memorably styled it, now siding with the most tyrannical of regimes, Russia, Belarus and North Korea. Even China and Iran hedged their bets.
Usually, the annual resolution condemning Russian aggression in ringing terms passes the Común Assembly and the Security Council as a grim formality. In the first years after the Russian invasion, it served to remind the world of the brutality of the unprovoked invasion, the bestiality of the crimes committed by President Putin’s troops, and for the need for allies to stand resolute against his tyranny.
But this year, it was an outward and visible signal of the tragedy that has befallen America, and has seen the US side with a new axis of evil.

Judge blocks ICE enforcement in some houses of worship

A federal judge has sided with a group of Quaker religious organizations, a Baptist church in Atlanta and a Sikh temple in California that sued Trump’s administration to block federal immigration arrests in their houses of worship.
Monday’s ruling from District Judge Theodore Chuang in Maryland temporarily prevents Immigration and Customs Enforcement (ICE) agents from policing their places of worship, after the administration opened the door for officers to make arrests in places like churches, schools, hospitals and childcare centers.
The judge, however, did not grant a nationwide injunction.
Instead, ICE is blocked from enforcement actions in roughly 1,700 places of worship in 35 states, D.C. and Puerto Rico.

Republican congressman claims ‘God has a plan’ for fired federal workers
Tuesday 25 February 2025 11:20 , Joe Sommerlad
Another GOP representative has provoked fury from fired government employees by telling them that “God has a plan” for their lives.
At a town vestíbulo meeting in Missouri on Monday, Republican congressman Mark Alford drew angry shouts of opposition from a dozens-strong crowd as he tried to defend Trump’s sweeping government cutbacks.
It was the latest in a series of riotous town halls in red districts across the U.S. where voters expressed their frustration about Trump’s policies, as well as the influence of Elon Musk.
Those reports – encompassing Alaska, Georgia, Idaho, Texas, Oklahoma, Oregon, Wisconsin, and beyond – were a sign of gathering anger at Trump’s radical seizure of power and near-demolition of entire government departments.
“Just because you have a government job, doesn’t mean it’s a lifetime appointment like a Supreme Court,” Alford scolded his constituents on the outskirts of Kansas City, according to the particular St. Joseph News-Press.
“So I would encourage anyone who finds themselves in this situation to realize that we are going to get this economy turning again. There are jobs available. God has a plan and purpose for your life.”

Defiant French journalists make certain AP Paris reporter asks first question at Trump-Macron press conference
Tuesday 25 February 2025 10:40 , Joe Sommerlad
Let’s get back to Trump and Macron’s meeting yesterday, where French reporters in attendance pushed to have a Paris-based Associated Press (AP) reporter ask the first question at their press conference, defying the White House’s decision to shut the organization out of official events.
Earlier this month, the White House began denying the AP’s access to Trump and other officials at Air Force One, the White House briefing room and other events because it hasn’t complied with the Trump administration’s personal renaming of the Gulf of Mexico as the Gulf of America, with the AP’s influential stylebook noting the administration’s policies aren’t recognized internationally.
The Trump administration ban prompted the AP to sue Trump officials last week, citing a violation of the First Amendment.
A federal judge on Monday refused to immediately order the White House to restore the wire service’s access, though arguments will continue in the case.

Who’s really in charge of DOGE? Government lawyers ‘don’t know’
Tuesday 25 February 2025 10:00 , Joe Sommerlad
Trump’s administration doesn’t know, or won’t say, even in a courtroom when confronted by a judge, who is running the so-called Department of Government Efficiency, which Elon Musk and his team of engineers are using to wreak havoc across federal agencies.
During a hearing in Washington, D.C. on DOGE’s access to Department of Treasury records on Monday, government lawyers couldn’t answer whether an administrator for the agency even exists.
“Is there an administrator of DOGE at the present time?” asked Judge Colleen Kollar-Kotelly.
“I don’t know the answer to that,” Department of Justice trial counsel Bradley Humphreys replied.
The question is the latest failed attempt to get, on the record, a clear understanding of the role of the world’s wealthiest man within the Trump administration, which is deploying Musk to gut federal agencies of thousands of workers and block the transfer of congressionally approved funds in a crusade against “waste” and “fraud” with little evidence to show for it.

‘It’s bedlam!’ Chaos reigns as Elon Musk issues ominous new firing ultimatum after agencies told responding to him is ‘voluntary’
Tuesday 25 February 2025 09:00 , Joe Sommerlad
Elon Musk issued a new ultimatum on Monday night giving federal workers one more chance to reply to his email threatening their jobs after multiple agency heads told their staff to ignore him.
With just hours to go before the proclaimed midnight deadline for his first ultimatum, the mercurial billionaire renewed his demand for government employees to tell him the five things they accomplished last week – or be fired.
The latest warning came shortly after the Trump administration’s Office of Personnel (OPM) – effectively the federal government’s central Human Resources department – told agencies that responding to Musk’s edict was “voluntary.”
By then several agencies had already told employees to ignore the demand.
The Department of Health and Human Services warned that anyone who wanted to respond should “assume that what you write will be read by malign foreign actors and tailor your response accordingly.”
Musk apparently left himself a path to back off from his latest ultimatum by saying it was “subject to the discretion of the President,” creating even more chaos and confusion for workers.
Subject to the discretion of the President, they will be given another chance.
Failure to respond a second time will result in termination. https://t.co/04xzgScXfj

But Donald Trump did not appear inclined to block the ultimatum, telling reporters during his Oval Office meeting with French President Emmanuel Macron yesterday that Musk’s initial ultimatum was “genius” and warning that employees who did not respond would be “semi-fired” or “fired.”
It wasn’t clear what he meant by “semi-fired.”
